No.  This process applies to undergraduate Non-UCLA students on campus for extended periods participating in research type activities.

Does this process apply to visiting undergraduate students on campus to participate in sporting events?

No.  This process applies to undergraduate Non-UCLA students on campus for extended periods participating in research type activities.

Does this process apply to international students coming to UCLA on a J-1 visa?

The answer depends on the institution initiating the J-1 visa.

For international undergraduate students on UCEAP or an official UCLA student exchange agreement, the International Education Office will continue to be the home administrative department.

However, if the undergraduate student holds a J-1 visa processed by another US college or university, and that visa includes a requirement to visit another campus for research activities, then the Undergraduate Student Visitor process does apply.  Please visit https://vcr.ucla.edu/formalized-process-for-visiting-undergraduate-students for more information on the registration process, which depends on how the student is paid.
